Isaiah 40:28–31 (KJV)

28 Hast thou not known? hast thou not heard, that the everlasting God, the LORD, the Creator of the ends of the earth, fainteth not, neither is weary? there is no searching of his understanding. 29 He giveth power to the faint; and to them that have no might he increaseth strength. 30 Even the youths shall faint and be weary, and the young men shall utterly fall: 31 But they that wait upon the LORD shall renew their strength; they shall mount up with wings as eagles; they shall run, and not be weary; and they shall walk, and not faint.

Leadership & Ministry

Bishop Jay Neal

Bishop Jay Neal is an ordained Christian minister, nonprofit founder, educator, writer, military veteran, and community leader whose work brings together faith, service, education, and leadership. As founder and Founding Presiding Bishop of Apostolic Christians Together Serving, Inc. (ACTS), he is committed to strengthening Christian community, equipping others for service, and creating meaningful opportunities for people and organizations to work together. His path to ministry has been shaped by experiences across business, military service, education, nonprofit leadership, family, and faith—reflecting his belief that purpose is often developed through persistence rather than perfection. Through ministry, writing, speaking, and community engagement, Bishop Neal seeks to serve faithfully while building work that can make a lasting difference.

Foundational Values

Servant Leadership

Leadership is not about position, recognition, or exercising authority over others—it is about serving them. Bishop Neal believes Christian leaders are called to listen, equip, encourage, and lead by example, using whatever influence they have to help others flourish. True leadership is measured not by how many people serve the leader, but by how faithfully the leader serves people.

Mark 10:42–45 (KJV)

Discipleship

Discipleship is more than attending church or professing faith—it is the lifelong process of learning from Jesus and becoming more like Him. Bishop Neal believes disciples should be taught, equipped, encouraged, and given room to grow, recognizing that spiritual maturity develops through faithful teaching, relationship, service, and continued obedience to Christ. The goal is not simply to make church members, but to develop disciples who are prepared to help make other disciples.

Matthew 28:19–20 (KJV)

Community Service

Community service is faith put into action—meeting people where they are and responding to real needs with compassion, dignity, and love. Bishop Neal believes Christian service should never be about recognition or expecting something in return, but about being present, building relationships, and using what God has placed in our hands to make a meaningful difference in the lives of others.
